The graduating hemline is trimmed with a sassy ruffle featuring a nubby white polka dot chiffon layered over and pleated with pink and white striped lace. Think "French courtesan" or "naughty princess". The waistband is wide as are the side ties that allow you to adjust the fit. Wear it at your waist or lower on your hips.
